When inviting foreigners to Japan, it is necessary to obtain a Certificate of Eligibility and send it to the subject abroad, except for temporary visitors. The application for this issue is processed at an immigration bureau.


　　 ＜Certificate of Eligibility＞


The subject who has received a Certificate of Eligibility asks for the issuance of his/her visa at a Japanese embassy or consulate. Then, at disembarkation, which means the passing through the gate at an airport or harbor, finally, the subject is entitled to stay in the country after a Status of Residence according to their purpose is agreed upon.

Now, let us summarize each role of the procedure.

　・Certificate of Eligibility enables an applicant to have a visa issued without hindrance.
　・Visa is permission that makes the decision upon Status of Residence.
　・Status of Residence is a permit for foreigners to enable them to stay in Japan.

In general, the period of examination and issuance of the Certificate of Eligibility takes from one to three months. However, it takes only one to two weeks for a visa and only a few minutes for the Status of Residence to be examined and issued. Each step of the application process must be examined and satisfy the necessary requirements for the entire application to be approved.



As you will see by these procedures, determining whether you meet all of the requirements or not for staying in Japan will be strictly judged when you apply for the Certificate of Eligibility at an immigration bureau. Due to considerable discretion by the country and the unique characteristics and complexities of the application process, there are many cases in which permission is not granted, in other words, unissued (not permitted). For these reasons, careful preparation of the application is extremely important.

2．Commission

3．Drawing up documents and application for issuing Certificate of Eligibility

　■ Our administrative scrivener will prepare required documents and apply at an immigration bureau.
　■ The client, when an inviter, should submit requisite materials.
　　　

　　　　　　

4.　Examination and issue of Certificate of Eligibility (taking one to three months)

　■ After examination and receiving permission by an immigration bureau, your Certificate of Eligibility will be sent to our office.
*The standard examining process takes between one and three months, however, it finishes within a month or two if there is no problem.

　　　　　　

5.　You should send the Certificate of Eligibility to the subject overseas.

6.　S/he should go to a Japanese diplomatic establishment (such as embassy or consulate) to acquire a visa.

　■ The subject who has received Certificate of Eligibility will apply for an issuing visa in a diplomatic establishment in their own country.

7.　Entry into Japan

　■ After showing your visa to an immigration officer at an airport and after admission of your Status of Residence of your purpose, you will be allowed entry into the country.
