<Certificate of Eligibility>
The subject who has received a Certificate of Eligibility asks for the
issuance of his/her visa at a Japanese embassy or consulate. Then, at disembarkation,

the subject is entitled to stay in the country after a Status of Residence
according to their purpose is agreed upon.

・Certificate of Eligibility enables an applicant to have a visa issued without hindrance.
・Visa is permission that makes the decision upon Status of Residence.
・Status of Residence is a permit for foreigners to enable them to stay in Japan.
In general, the period of examination and issuance of the Certificate of
Eligibility takes from one to three months. However, it takes only one
to two weeks for a visa and only a few minutes for the Status of Residence
to be examined and issued. Each step of the application process must be
examined and satisfy the necessary requirements for the entire application
to be approved.
As you will see by these procedures, determining whether you meet all of
the requirements or not for staying in Japan will be strictly judged when
you apply for the Certificate of Eligibility at an immigration bureau.
Due to considerable discretion by the country and the unique characteristics
and complexities of the application process, there are many cases in which
permission is not granted, in other words, unissued (not permitted). For
